Roger Starr

(1918 - 2001)

During various periods of his career, Roger Starr owned and operated a barge company, wrote editorials for the New York Times, and served as the New York City housing commissioner. He once proposed withdrawing police protection and public transit from the South Bronx in order to depopulate what he perceived as a troubled neighborhood.
